The State Department wants to acquire its own fleet of unmanned aerial vehicles to help protect diplomats posted to Iraq and other dangerous countries and in March, issued a request for proposals for contractors to provide the aircraft, crew and support on a turnkey basis. State already operates UAVs over Iraq to help provide protection for the 2,000 diplomats and 14,000 contractors at the $750 million 440,000-square-foot embassy, The New York Times reported in January. The procurement released last month and updated Monday marks the start of a project to provide the department with UAV assets that could be deployed anywhere in the world. State did not say how many aircraft it eventually planned to deploy. In its 2011 annual report, State's Diplomatic Security Bureau said it tested UAVs in December 2010 in cooperation with the Defense Department and planned to deploy them to Iraq in 2011. The mission of the UAV program is to provide real-time air surveillance of fixed installations and the ground routes that diplomats travel "thereby improving security in high-threat environments," State said. The UAVs will help identify operational problems and potential threats, the department noted in the performance work statement. State intends to acquire two types of aircraft in conformance with standards established by the Air Force. It wants to operate Tier I hand-launched UAVs such as the Gnat-750, manufactured by General Atomics, which can operate at altitudes of 500 to 2,000 feet and at speeds up to 40 miles per hour. Enjoyed the show, thank you. Just wanted to send a note in regards to autism and how quickly doctors and other "specialists" love to jump on diagnosing it and prescribing drugs.

My son started "talking" early at around 8-9 months (simple words like dada, milk) but then suddenly stopped at around 12 months. Instead he would point and grunt or make other sounds (clicking his tongue meant "truck" for instance). Doctors were quick to jump on something being wrong with him and prescribe meds/treatment but I knew he was OK, he was just doing his own thing. We did get a speech therapist but that did little more than frustrate and piss him off. I know many parents get scared and want to do the right thing so they listen to these idiots and drug their kids. They would be better off doing their own research as we did.

We found out that rather than autism, these late talking kids can be described as having "Einstein Syndrome", as he was a famous late talker himself. There have been many "geniuses" that had only started talking after 3 or 4 years of age. The developing mind can only do so much as it is growing. Rather than the speech portion of the brain developing first, another area is taking over instead. When my son was a little over 3 years old he suddenly started talking again, just as if someone flipped a switch. The amazing thing is his speech was normal, speaking in age appropriate sentences etc. He is now 4 1/2 and is well ahead of his peers. People often comment he sounds like he is 6. He reads and writes already, does simple math, counts to 1,000 if you let him and can even read large numbers in the hundred thousands or millions (not having a TV, aka "brain sucking machine" in the house probably helps too!)

Anyway, your comment that some of these so called autistic kids are actually just smart is spot on. I shudder to think what would have happened if we listened to these "experts" and drugged up our son. These kids are probably the ones that got lobotomies in the 40's and 50's; now drugs and giving them a lobotomy instead.

Drugs, and evidence of alcohol consumption, were found in his suite. Descoings himself was in the nude. The victim -- the man chosen by Nicolas Sarkozy in 2009 to reform French lycee education -- was openly gay, although he seems to have tried to hide this in 2004 with a heterosexual marriage. A comment thread among students at his college at the time refers to the event, asking "What will now happen to Ritchie's ex-husband?", while another comments "Is this a white wedding or a whitewash wedding?" (mariage en blanc ou mariage blanc) In fact, by September 2009, Descoings felt relaxed enough to write about being gay -- -Tout est plus compliqué quand on est un étudiant gay >> -- he observed. By late Tuesday, the site had been taken down, but around 2007 Descoings became a vaguely controversial figure when he argued for positive discrimination in favour of 'des jeunes bacheliers' in the professions. A quick look at his page on social website Profile Engine shows a selection of friends with similar interests to Richard Descoings, known in homosexual circles as 'Ritchie D', a French jeux de mots on the words 'riches idees'. His sexuality would be irrelevant were it not for the fact that the state of his hotel room has all the hallmarks of a rough-trade encounter that went wrong. Descoings' wallet was missing, but his credit cards were found, said the NYPD informant. Doubtless more will emerge shortly.
